How to correctly install fan in a desktop?

I just disassembled my old Dell Dimension desktop so I could do some dust cleaning, especially with the heat sink and fan. Now I’m confused how to put the fan back in. On one of it’s sides there are two arrows, one for “Flow” and the other for “Rotation”.

Should I install the fan so that the “Flow” arrow is pointing in, towards the inside of the tower, or with the arrow point out? I wasn’t sure if it was indicating the cool air flow or the direction that hot air is blown out.

    Some cases have both exhaust and supply fans but the exhaust is always the larger, or only fan…
